The Topeka and Shawnee County Public Library collects more local tax dollars than the Kansas City, Mo., public library. It spends nearly as much as the Johnson County library system, which boasts twice the number of people and 13 locations. Although Shawnee County has just one library and higher per capita expenditures than most in the state, its services reach an impressive percentage of people.
