U.N. says chemical weapons inspectors to visit three Syrian sites

UNITED NATIONS (Reuters) - Syria has agreed to allow U.N. inspectors to visit three sites to investigate accusations of chemical weapons use during the country's 2-year-old civil war, the United Nations said on Wednesday.

The head of a U.N. chemical weapons investigation team, Ake Sellstrom, and the head of the U.N. Office of Disarmament Affairs, Angela Kane, visited Damascus last week at the invitation of the Syrian government to discuss access.

"On the basis of the information evaluated by the Mission to date and further to the understanding reached with the Government of Syria, the Mission will travel to Syria as soon as possible to contemporaneously investigate three of the reported incidents, including Khan al-Assal," U.N. Secretary-General Ban Ki-moon's press office said in a statement.

The United Nations did not identify the other two locations to be visited by investigators.

Damascus had refused to let U.N. investigators go anywhere except Khan al-Assal in Aleppo province, where Syrian President Bashar al-Assad's government and its ally Russia say rebels used chemical weapons in March.

Ban has insisted that his team be permitted to visit at least one other location, the city of Homs, site of an alleged chemical attack by government forces in December 2012.

Both sides deny using chemical weapons. The United Nations has received 13 reports of alleged chemical weapons use in Syria. The U.N. investigation will only try to establish if chemical weapons were used, not who used them.

The United Nations says more than 100,000 people have been killed since Syria's civil war erupted, pitting Assad's forces against rebels seeking to end his family's four-decade rule.

Nearly 1.8 million Syrians have fled the country - two-thirds of those since the start of the year - and more than 4.2 million people have been internally displaced, the United Nations has said. Most of those in need are women and children.

Police: Ohio State back's case officially closed

COLUMBUS, Ohio (AP) ? A little over a week after he was suspended by Ohio State coach Urban Meyer for an alleged assault against a woman, running back Carlos Hyde had his case dropped on Tuesday by Columbus police.

Police spokesman Sgt. Rich Weiner said the alleged victim chose not to pursue charges against the Buckeyes' leading scorer and second-leading rusher a year ago.

"We were in the middle of our investigation," Weiner said. "The most important thing left to do was interview the (alleged) victim. She met with investigators on Saturday and informed officers that she didn't want to pursue charges."

Weiner said the case against Hyde was officially closed.

Hyde had been suspended from all team activities in the wake of the incident, which occurred July 20 at a downtown bar. Ohio State and Meyer did not immediately offer comment on whether Hyde will be reinstated to the team.

Hyde, a 6-foot-2, 242-pound senior from Naples, Fla., scored 17 touchdowns and 102 points to lead the Buckeyes to a 12-0 record last fall. He gained 970 yards on 185 carries, coming within 30 yards of becoming the first running back in Meyer's coaching career to reach 1,000 yards in a season.

At the time of his suspension ? the same day three other Buckeyes were disciplined for off-the-field legal problems ? Meyer said, "I have a clear set of core values in place that members of this football program are constantly reminded of and are expected to honor. There are also expectations with regard to behavior. I expect our players to conduct themselves responsibly and appropriately and they will be held accountable for their actions."

The alleged victim approached police officers early on July 20 and said she was assaulted inside a bar at 303 S. Front St. Police looked into the allegation but Weiner said the case came to an end when she declined to pursue charges.

Ohio State opens its fall camp on Sunday. The Buckeyes' opener is Aug. 31 against Buffalo at Ohio Stadium.

In addition to Hyde, the other players disciplined on July 22 were star cornerback Bradley Roby and freshmen recruits Marcus Baugh, a tight end, and defensive lineman Tim Gardner. Each was involved in a separate incident.

Roby was arrested in Bloomington, Ind., and is facing preliminary charges of misdemeanor battery resulting in bodily injury for making contact with a bar employee. He was prevented by Meyer from representing Ohio State at last week's Big Ten football meetings in Chicago.

Baugh was removed from all team activities and will also sit out the first game of the season after being arrested for underage possession of alcohol and possessing a fake ID. Gardner, from Indianapolis was sent home and will not be a part of the 2013 team after he was charged by Columbus police with obstruction of official business.

Meyer has faced withering criticism in recent months for not meting out stiff discipline or controlling his players during his previous tenure as coach at Florida. Former New England Patriots tight end Aaron Hernandez, who played for Meyer at Florida, was arrested and charged with murder earlier this year and dozens of Gators players were arrested while Meyer was in charge there.

Asked about Hyde's situation during the Big Ten meetings, Meyer said, "We just have to evaluate the facts. And once I evaluate the facts, then we'll make some decisions."

Tropical storm Flossie weakens, but headed to Hawaii

Tropical storm Flossie expected to bring heavy rains and winds up to 60 mph when it reaches Hawaii late Sunday. As Flossie approaches, the National Weather Service issued a tropical storm warning for Oahu.

Weather officials say Tropical Storm Flossie is weakening as it slowly moves westward across the Pacific toward Hawaii, but it's is still expected to bring heavy rains and winds up to 60 mph when it reaches the state late Sunday night.

The National Weather Service said midday Sunday that Flossie could bring the possibility of flash flooding, mudslides, tornadoes and waterspouts.

The service issued a tropical storm warning for Oahu, Hawaii's most populous island with the city of Honolulu, to go along with previous warnings for the Big Island, Maui, Molokai and Lanai. The warning means the storm represents a threat to life and property.

The service also issued a tropical storm watch for Kauai and Niihau, a less severe notice, asking people to make a plan and pay attention to see if things get worse.

Officials warned people to cancel beach trips, finish necessary storm preparations and evacuate if asked by local officials.

State officials on Saturday closed trails and campgrounds on the Big Island, and warned people to avoid forest areas until Flossie clears.

"Hikers, campers or hunters should avoid trails, streams and back-country areas under these conditions," said William Aila Jr., chairman of the Department of Land and Natural Resources.

It's not immediately clear which island faces the most danger. The Big Island is the easternmost island in the archipelago, and likely the first in Flossie's path. Flossie's center was expected to pass near the Big Island and Maui on Monday morning and then south of Oahu several hours later.

The storm could drop up to 15 inches of rain to windward areas of Maui and Hawaii counties, and 6 to 10 inches in other areas, forecasters said. Up to a foot of rain could fall on windward Oahu and 4 to 8 inches in central and leeward areas. Kauai may see 2 to 4 inches of rain, with up to 6 inches on windward slopes.

Despite the system weakening, the current forecast keeps Flossie as a tropical storm through Wednesday.

LOS ANGELES (TheWrap.com) - Charlize Theron is about to get real with Bunim/Murray Productions.

Theron's Denver & Delilah production company is pairing with Bunim/Murray for a reality series "Whose Closet Is it Anyway?"

The series, which is based on a format from Keshet International that first aired in Israel in 2011, explores what would happen if someone swapped your entire closet with somebody else's. In each episode, three women, each with a distinct style and a strong fashion sense, trade their entire closets and have to cope with each of the other women's wardrobes. Each woman has to change her entire look and try on styles that are totally different from her own, all while going about her usual routine. What does it feel like to walk in another woman's stilettos? Will her family like her new look? What will her boss have to say?

This marks the first reality venture for Denver & Delilah, and the first joint production venture for Bunim/Murray.

"Charlize and her Denver & Delilah team have wonderful instincts and a fresh perspective which we think is a big plus in creating and selling reality television," said Jonathan Murray, Chairman of Bunim/Murray Productions.

Colleen Ocean Hall, whose credits include Ashton Kutcher's Katalyst Films and Television, has been named senior vice president of development for the venture.

Aussies pay 68 percent more for Microsoft -

The Australian government has been looking into unfair electronics pricing in the country for a year now, and the results are in - Aussies really are getting a raw deal.

Corporate giants like Apple, Microsoft, and Adobe were not very keen on the inquiry. This could be because, as it turns out, Australians pay on average 66 percent more for Microsoft products and 42 percent more for Adobe products than the rest of the world.

Games cost a staggering 84 percent more, while music is up 52 percent and hardware costs 46 percent more than in the USA.

The traditional line has been that inflated prices were just part of an added cost of business to trade in the region. But that doesn't really hold up to scrutiny when you consider digital downloads.

In the report, the investigating committee also notes it has not received any evidence at all about why it is "almost invariably cheaper" for Aussie games to buy and ship physical media from the UK to Australia than getting a digital copy of the same game.

"Given the evidence presented to the Committee of very large price differentials, it is difficult to avoid the conclusion that these practices amount to international price discrimination to the clear disadvantage of Australian consumers and businesses," the report reads.

The committee, News.com.AU points out, recommended the Australian Buraeu of Statistics work on a program that will monitor the price of IT products, hardware and software in Australia and worldwide.

Universities were encouraged to look into the needs and costs for education, and the committee also suggested putting a federally mandated IT procurement policy in place.

Interestingly, Australians could get a "right of resale" law that would - for digital content - allow them to sell on old music and ebooks, which in some cases are locked to individual user accounts not just in Oz, but everywhere.?

Tuscaloosa offers $500K in tornado recovery loans

TUSCALOOSA, Ala. (AP) ? Tuscaloosa city officials will soon be taking applications for loans of up to $20,000 aimed at helping businesses rebuild in the city's tornado recovery zone.

The Tuscaloosa News reports the Alabama Department of Economic and Community Affairs recently gave the city approval to use $500,000 for the loans. Businesses meeting certain terms will have their loans revert to grants, meaning the money won't have to be repaid.

Deidre Stalnaker, Tuscaloosa's communications director, says city officials have seen high interest in loan programs and are trying to make more money available. The city will start taking loan applications Thursday.

The program is funded by $55 million in federal dollars awarded to Alabama in January 2012 to help with recovery from the devastating tornadoes that struck the state in 2011.

Black lawyer group urges Florida governor to repeal 'Stand Your Ground'

MIAMI BEACH, Florida (Reuters) - A leading group of black lawyers on Monday urged Florida's governor to call a special legislative session to repeal the state's "Stand Your Ground" law after the acquittal of George Zimmerman in the fatal shooting of unarmed teenager Trayvon Martin.

"Stand Your Ground must fall," said John Page, the president of the National Bar Association, one of the oldest organizations of African-American lawyers, during the group's annual meeting in Miami Beach, Florida.

Civil rights groups have stepped up calls for Governor Rick Scott to ask state lawmakers to overhaul the law. Dozens of students this month staged a sit-in in Tallahassee, the state's capital, also urging him to repeal it.

But Scott has repeatedly said he supports Stand Your Ground and has no plans to call a special session. Recent polls show a majority of Floridians also back the law, which was first passed in 2005 with overwhelming support from Republicans and Democrats alike.

"I'm asking Governor Scott - convene a session," Page said. "We're asking you to act."

Dennis Baxley, a Florida state representative who sponsored the law, has also said he sees no need to overhaul it. He has argued the law has helped to lower crime rates in Florida.

Under Stand Your Ground, people fearing for their lives can use deadly force without having to retreat from a confrontation, even when it is possible.

Earlier this month, a jury acquitted Zimmerman, a former neighborhood watch volunteer, of second-degree murder and manslaughter in the killing of Martin, a black 17 year old.

Critics contend that Zimmerman racially profiled Martin when he followed him in a gated community in Sanford, Florida. Zimmerman said he acted in self-defense and shot Martin after the teenager punched him and smashed his head into a concrete sidewalk.

While Zimmerman did not invoke Stand Your Ground in his defense, one member of the jury has said there was a reference to the law in the jury instructions.

A second member of the jury has called for changes to Florida's self-defense law, which she said gave jurors no option but to acquit.

Martin's mother, Sybrina Fulton, appeared alongside Page on Monday. She said she believed the Stand Your Ground law contributed to Zimmerman's not guilty verdict.

"The thing about this law is I just think it assisted the person who killed my son to get away with murder," Fulton said. "We have to change these laws so that this doesn't happen to somebody else's child."

Gunman among 7 dead after Fla. apartment shootout

HIALEAH, Fla. (AP) ? A gunman moving floor to floor in a South Florida apartment complex killed six people and took two others hostage before a SWAT team stormed the building and killed him early Saturday, police said.

Police got a call around 6:30 p.m. Friday that shots had been fired in the building, a five-story structure with dozens of apartments in Hialeah, a suburb a few miles north of Miami, according to Sgt. Eddie Rodriguez.

Ester Lazcano lives two doors down from where the shooting began and said she was in the shower when she heard the first shots, then there were at least a dozen more.

"I felt the shots," she said.

Miriam Valdes, 70, lives on the top floor ? one floor above where the shooting began. She said she heard gunfire and later saw smoke and what smelled like burned plastic entering her apartment, and ran in fear to the unit across the hall.

Rodriguez said the gunman moved from floor to floor, and "eventually he barricades himself in an apartment" with two hostages.

A crisis team was able to briefly establish communication with the man. Rodriguez said negotiators and a SWAT team tried talking with him from the other side of the door of the unit where he held the hostages.

Valdes said she heard about eight officers talking with him as she stayed holed up at the neighboring apartment. She said officers told him to "let these people out."

"We're going to help you," she said they told him.

She said the gunman first asked for his girlfriend and then his mother but refused to cooperate.

Rodriguez said the talks eventually "just fell apart." Officers stormed the building, fatally shooting the gunman in an exchange of gunfire.

"They made the decision to go in there and save and rescue the hostages," Rodriguez said. Both hostages survived.

Rodriguez said police discovered two people, a male and female, shot to death in the hallway in front of one unit. Three more, a male and two females, were found shot and killed in another apartment on a different floor.

Another man who was walking his children into an apartment across the street also was killed. Rodriguez said it wasn't immediately clear whether the gunman took aim at him from an upper-level balcony or if he was hit by a stray bullet.

Neighbor Fabian Valdes lives across the street and said he heard shots fired, then looked out his window and saw a man lying on the floor, outside the front lobby. He was on his back and had his arms and legs outstretched.

Fabian Valdes said he was in shock. "It's something you never expect," he said.

Miriam Valdes and other neighbors said the shooter lived in the building with his mother, but police would not confirm that information or give any other details on the gunman. As of Saturday afternoon, they had not provided information on victims or a possible motive.

But Zulima Niebles said police told her that three of her family members were among the victims. She said her sister Merly Sophia Niebles, her sister's husband, and her sister's daughter Priscila Perez, 16, were all shot and killed.

Zulima Niebles' husband, Agustin Hernandez, was moving the family's things out of the apartment building and into his car Saturday. Among them were several photos, one showing the teen girl smiling in a red graduation gown, another of his sister-in-law in a white dress and pearls.

Marcela Chavarri, director of the American Christian School, said Priscila Perez, 16, was about to enter her senior year at the school.

"She was a lovely girl," Chavarri said through tears. "She was always happy and helping her classmates."

In Hialeah ? a suburb of about 230,000 residents, about three-quarters of whom are Cuban or Cuban-American ? the street in the quiet, apartment-building-lined neighborhood where the shootings occurred was still blocked by tape Saturday afternoon.

The building where the standoff occurred is an aging, beige structure with an open terrace in the middle. The apartment where neighbors said the shooting started was charred, the door and ceiling immediately outside burned black.

The building across the street where the man was shot is called Casa Royal, or Royal House in English.

The Ouya Kickstarter-funded android based game console has been eagerly awaited by gamers. And since the launch it seems the eagerness has evaporated, as a mere 27% (or less than a third) have paid for a single game.

ouya-games-consoleThe $99 console launched last month is by definition a cheap entry into the console market, and will appeal to those that are fed up with paying $40-60 for a game,? but it would be like buying a new Xbox one and not bothering to buy a game!

Many android games are of the ?freemium? variety, that is you can download a free version and pay if you want extra level or the full version. And of course, the android system makes for a great streaming device and XBMC media platform.

Most early buyers of the fledgling game console have been crowdsource investors, so possible the console is more of a trophy than a working product, and it could be that the second wave of public Ouya buyers may be a little less ?tight?.

Speaking to The Verge CEO of Ouya, Julie Uhrman put on a brave face saying that sales have been, ?better than expected,? and that, ? For 13 of the top 20 games on the system, at least eight percent of free downloads are converted into a paid purchase.?

And pointing to the fact is has literally just been released she said, ?I think there are a lot of social and mobile app developers that would kill for an 8 percent attach rate on a platform that?s 30 days old. These numbers will grow as more gamers pick up consoles and as we attract more developers, and I believe that by the end of the year we?ll see a few developers telling us they?ve made more than a million dollars on Ouya.?

As if the low sales are not bad enough, soon Ouya will have to contend with a rival android console from Google according to the WSJ. They report that the search engine giant are designing and marketing the device themselves following the success of Android which powers over 75% of all smartphones.

It saves you time and gives you a break on developing unique content for your blog. It also benefits your readers because you are organizing the most important information on the web into bite-size pieces.

What Does It Look Like?

Let?s say I want to highlight some holiday crochet patterns for craft fairs. I search the web for easy, quick and top selling products. Once I gather all my information I organize it into categories. (Baby, Gifts, Mom, Dad, Friends)

Now I write a Top 10 Holiday Crochet Patterns for Craft Fairs blog post using the information I just gathered. I write an introduction to the list and add the links to the various content while adding my unique voice to the post.

I might mention why I think the particular pattern is a craft show winner or why it is quick or something else that interests my readers.

Blog post done. Content Curated. Now I just promote the post and watch the traffic come in.

I like MailChimp too but they aren?t solid on affiliate links ?because they don?t want to attract sleezy marketers plus they don?t want to get penalized for these type of emails going out via their service.

So how can a blog theme be a secret tool? I?m not a tech savvy gal. I know a bit more than some but code is not my thing. Genesis helps me make a better blog. I seriously can?t recommend this little book enough. It is by Darren Rowse of ProBlogger and it is one of the inspirations for my Crochet Blog Challenge. It teaches you something about blogging each day and gives you homework to practice what you just learned.

I like reviewing this book often as I can always tweak my blog to make it better. It is this book that taught me about elevator speeches, Google Alerts, and stalking learning through watching people at the mall. Yes, there really is an exercise where you have to spend some time at the mall. :)

Huckabee Highlights GOP's Communication Failure at Western Conservative Summit

"I hear from people all the time that Republicans lost in 2012 because Americans rejected our message, I think that's completely wrong," The Denver Post quoted Huckabee as telling the crowd at the three-day summit organized by Centennial Institute and Colorado Christian University.

"I believe that Republicans lost because Americans didn't know what our message was," added Huckabee in response to a discussion that began following Mitt Romney's defeat in 2012 about whether the GOP needed to amend its message.

About 2,000 conservatives from across the country are attending the three-day summit at the downtown Hyatt Regency, aimed at evaluating the state of the Republican Party. The conference, which ends Sunday, includes workshops and talks to help participants convey conservative positions in a better way.

Meanwhile, Cruz, R-Texas, who was the keynote speaker for the summit on Saturday and is a potential 2016 presidential candidate, said the Internal Revenue Service needs to be abolished and the federal health care law should be repealed. He also highlighted the need for the promotion of the party's message by its supporters.

"The reason we need your help is because, right now, we don't have the votes. We're not even close," said Cruz.

Cruz later told reporters one of his focuses was to help win the GOP argument nationally. "What Republicans did such a weepingly terrible job of in 2012 is, we didn't win the argument that free-market policies are the greatest avenue for expanding opportunities, for helping those who are struggling to achieve the American dream," he was quoted as saying.

Wisconsin Gov. Scott Walker spoke at the summit on Friday night, highlighting the need for the party to be more optimistic and relevant. "The more they hear our message, the more it becomes their message," he said.

Mayor Mia Love of Saratoga Springs, Utah, also spoke on Friday: "I've often said, 'It's us, the people on the ground level, that are going to raise this nation - not Washington,'" she said. "We need to have the courage to tell people our stories, all of its downfalls and all of its successes. Because I can tell you right now, the liberals are out there and they're telling their message."

About the summit, Centennial Institute Director John Andrews has said, "The idea is we want people to be inspired, informed, motivated and give them some tools for practical action on what is they've learned or resolved during the weekend."

One wonders if he thinks his studio executive neighbors' multi-millionaire donations to various left-of-center political causes counts as part of the "corporate tyranny."

Other school systems need to upgrade their internet capabilities, a cost many find challenging in this economy with shrinking budgets, in order to use cloud storage. Flash drives don?t and are an inexpensive add to a supply list. Some 2GB drives can be found for as little as $5.

So flash drives are showing up on most back to school supply lists. Invest in them for your kids!

Leaked IPCC report doesn't let us off the hook

Can we all stop worrying about global warming? According to a recent rash of stories in the media, the "climate sensitivity" ? the extent to which temperatures respond to more carbon dioxide in the atmosphere ? is lower than expected, and thus that the world won't get as hot as predicted. One story, in The Economist, based on leaked information from a draft of the next assessment by the Intergovernmental Panel on Climate Change, claims the IPCC will revise its sensitivity estimate downwards when they release their official report this September.

The sceptics have mounted a concerted campaign to persuade journalists and politicians that climate scientists now think that climate sensitivity is lower, says Bob Ward of the Grantham Research Institute on Climate Change and the Environment, London. But is there any truth to the claims?

Climate sensitivity refers to how much the world will warm if carbon dioxide levels double. But this apparently simple concept is slippier than a Turkish wrestler. As the planet warms in response to rising CO2 levels, a whole series of feedbacks kick in over the following decades, centuries or millennia. Depending on which feedbacks are included and what the timescale is, there are many competing ways of defining sensitivity. To add to the confusion, there are also dozens of ways of calculating it.

Pollutants

One way is to look at how much warming there has been in response to rising CO2 levels over the past century. But this approach has all kinds of problems. For starters, we have been pumping out all kinds of pollutants, some of which may be masking the effect of CO2.

What's more, in the last decade, CO2 levels have continued to rise but with little surface warming. Such lulls are expected and the latest is probably a blip, due to the oceans soaking up more heat than usual. Unsurprisingly, this means that any sensitivity estimate that includes the past decade will produce a lower value than any calculated without taking the last decade into account, says Reto Knutti of the Institute for Atmospheric and Climate Science in Zurich, Switzerland. He co-authored one such study published earlier this year, which concluded that "equilibrium sensitivity" ? usually taken to mean the warming expected after several decades of doubled CO2 ? is between 1??C and 5??C, most likely 2??C.

Another way to calculate sensitivity is to look at how global temperatures changed thousands or millions of years ago in response to changing CO2 levels. Such studies point to a higher value for equilibrium sensitivity, closer to 3??C, says Knutti, who reviewed the evidence last year. But there are all kinds of problems with this approach too, such as the uncertainties about what the world was like in the past.

A third way to calculate sensitivity is to use climate models, which point to even higher values for equilibrium sensitivity, between 2.2 and 4.7??C, says Knutti: "Above 3??C at least." But there's a lot missing from the models. For one thing, most only include fast feedbacks such as the effect of water vapour. They don't include slower feedbacks such as increasing vegetation, or the risk of a sudden methane "belch" as the Arctic warms.

No new consensus

The bottom line is that there is no new consensus that climate sensitivity is lower than previously thought, says Knutti. The observed trend points to lower values because of the recent slowdown, but other evidence continues to support higher values.

The last IPCC report stated that equilibrium climate sensitivity was between 2 and 4.5??C, mostly likely 3??C. The Economist claims the IPCC's next report will give a figure between 1.5 and 4.5??C, with no most likely value. The IPCC won't confirm or deny it, but it's not a huge change if it is true.

"What matters for avoiding dangerous climate change is the upper end, and that hasn't changed," says Knutti. Ward makes the same point. "We can't afford to gamble on sensitivity definitely being low," he says.

But will it all be a huge waste if sensitivity does turn out to be low? Far from it. If we don't cut emissions, Knutti points out, all low sensitivity means is that it will take a decade or two longer for the planet to warm as much as it would if sensitivity was high. "It doesn't get away from the fact that emissions have to be reduced," he says.

State union workers will have to wait for 1% raise

Madison ? A Democratic senator is upset that some 3,000 union state workers won't immediately share in the 1% pay raise put forward by Gov. Scott Walker's administration for each of the next two fiscal years.

Those employees have to wait for contracts to be negotiated over their wages with the Walker administration. In the past, pay increases for non-union employees and separate contracts for union workers containing their pay increases were typically handled around the same time out of fairness, according to Sen. Jon Erpenbach (D-Middleton) and his office.

"Passing a state employment compensation plan without including any represented state employees reeks of punishment," Erpenbach wrote Thursday in a letter to Walker.

Walker himself has described the 1% pay increase as a "general wage adjustment" for state employees in press statements, though he has qualified it that it was only for eligible employees.

"For those state employees who chose to vote for their union's recertification, the negotiations over wage increases will happen as a part of the collective bargaining process between their union and the state," Walker spokeswoman Jocelyn Webster said.

A June 25 letter from the governor's administration to lawmakers makes clear that the salary increase applies to all employees "except for those bargaining units that are certified at the time of the adjustment."

There are currently relatively few state employees in unions that are certified, or officially recognized for the state. There are seven relatively small certified unions covering building trades workers, patient care workers, education workers, state attorneys, local prosecutors, researchers and public safety officers.

Together, the seven unions have about 3,012 members who will not be receiving the general 1% raise.

Some of the nearly 1,200 union patient care workers may already be receiving a raise through separate channels, according to the Department of Administration. Assistant district attorneys will also receive a different set of automatic raises under a program that lawmakers incorporated into the state budget.

Webster said she couldn't comment on where contract negotiations with the remaining state unions now stand. In March 2011, Walker signed a law repealing collective bargaining on all subjects except salaries for public employee unions in Wisconsin.

Even the bargaining on salary increases is typically subject to the rate of inflation.

Making the situation even more complex, a group state public safety workers such as State Patrol troopers have retained all their union bargaining.

Current union members are a fraction of the state's more than 69,000 full-time employees.

But the union numbers might grow at least modestly. A group of 5,900 prison guards this month voted to form a union after the wage increase went into effect, though that vote could still be contested. If the correctional workers union does form, then its workers might not be eligible for the second of the 1% general wage increase.

This year's hike, which shows up on employees' paychecks at the end of July, is the first in four years for most rank-and-file employees and the first in five years for most managers, according to the administration.

The pay raise will apply to most state workers, including employees at University of Wisconsin System campuses. Employees making less than $15 an hour would see an additional increase of up to 25 cents an hour.

Walker's Office of State Employment Relations released the plan to lawmakers last month and it was then approved by the Legislature's Joint Committee on Employment Relations.

In the plan, elected officials would get the same pay bumps as typical state employees, but not until after the November 2014 elections. The raises would boost lawmakers' salaries from $49,943 to $50,950 and the governor's salary from $144,423 to $147,328.

Through mid-2015, the raises and benefits changes would cost $142.6 million, with $65 million of that coming from state taxpayers, according to letters to lawmakers from Gregory Gracz, director of the employment relations office. The rest would come from the federal government, revenue from fees and other sources.

As well as reflecting the innovative and forward-thinking ideas and wishes of golf players, the study includes the characteristics and technologies of a Mercedes-Benz.

"The Mercedes-Benz Vision Golf Cart has a refined, simplified yet functional shape that fits well into our 'Sensual-Purity' design philosophy. The flow shapes create a 'sculpture on wheels' impression", says Gorden Wagener, Vice President Design Daimler AG. "I was very inspired by the idea of designing a golf cart, giving it a new shape and new sorts of meaning. Why not treating a golf cart like a car, and making it a 'Golf Car'".

Earlier this year, Mercedes-Benz called upon golf and automobile fans from around the world to submit their ideas for a Mercedes-Benz golf cart of the future. So began the search to find the best, most unusual, most innovative and most promising concepts. A jury chaired by Gorden Wagener then selected the best entries from among all the submissions. The winners received an exclusive invitation as VIP guests to the Open Championship.

Building on the basis provided by these ideas and concepts, and due consideration to the Mercedes-Benz design strategy, the Mercedes-Benz Advanced Design Center in Carlsbad, California, developed the Mercedes-Benz Vision Golf Cart. The cart combines the aspects of Mercedes-Benz vehicles with the functionality of a golf cart. The diamond grille, for instance, was incorporated to give the cart a modern face that is unmistakably a Mercedes-Benz.

The idea of the competition was enthusiastically taken up by golfers from all over the world like Japan, South Africa and Germany, as well as North- and South America. The most frequently mentioned ideas and requirements were then incorporated into the design study that has now been presented.

The Mercedes-Benz Vision Golf Cart and its innovative features

The Mercedes-Benz Vision Golf Cart is electric driven, powered by a battery that is kept continuously charged by a solar module integrated into the roof. Manual charging, as for a conventional golf cart, is also possible. The vehicle is controlled in innovative and intuitive fashion via a joystick mounted on the centre console, so making it possible for either passenger to drive the golf cart.

?It has the latest in modern technology. Using touch screen monitors, virtually all aspects of the cart can be controlled without extra buttons. Simplicity is the key. Intuition and pure form can maybe best describe the cart", says Margarete Wies, Head of the Mercedes-Benz Advanced Design Center in Carlsbad, California.

The centre console also incorporates a multimedia panel that includes a rotatable docking station for an iPad or iPhone and a USB interface. Various functions that are available in the golf cart can be controlled from here, for example vehicle functions such as loudspeakers or the air-conditioning system, the head-up display, the music system or communication with the clubhouse and other golf carts.

If so required the head-up display integrated into the windscreen can also be used, when the golf cart is stationary, to show the course layout, the current status of the game or weather information. The digital speedometer is placed beneath the windscreen. One wish that came up time and time again, irrespective of country or language, was the possibility of being able to use a telephone. The cart thus also features Bluetooth, so allowing telephone calls to be made via the loudspeaker system while on the move.

An important issue is connectivity. Due to the iPad/iPhone connection to the cart it is possible to communicate directly with the golf club, for example to order drinks or food for the halfway catering. Current weather data and rain radars are available at any time. Working people have the possibility to write e-mails. In addition, users can share the digital score card or even photos from the golf game directly on social media channels.

The so-called "fore button" can be used to quickly warn other players of a misplaced shot. Pressing this button sends a warning to all other golf carts within the danger zone so that they, too, can issue a warning signal.

The interior takes its cues from the design of a Mercedes-Benz car. The elegant and ergonomically shaped seats, for example, are heated as well as ventilated and can be adjusted electronically using the Mercedes-typical controls on the side of the seat. The AIRSCARF neck-level heating system, first introduced in 2011 in the new SLK Roadster, is also envisaged as a feature of the Mercedes-Benz Vision Golf Cart. AIRSCARF, as its name suggests, wraps the neck and shoulder area in warm air, so making it possible to drive the vehicle open, even in cooler weather. There is also an integrated air-conditioning system, so ensuring a pleasant ambience even on a very hot or cold day.

The optional lightweight doors are another special feature. A click-in function allows these to be very simply fitted if the weather is not so good, so providing protection against wind and rain. A retractable lightning rod is included for added safety in case storm clouds start to gather. In bright conditions the windscreen can be darkened at the touch of a button, while it also features windscreen wipers with rain sensors, thus ensuring that they activate as soon as it starts to rain. In addition, the space behind the seats is ideal for stowing umbrellas.

One very commonly expressed request from the international entrants to the competition was, quite simply, to have plenty of stowage space. The Mercedes-Benz Vision Golf Cart therefore includes a whole range of stowage facilities. As well as the trunk compartment underneath the stowage area for the two golf bags, there are two dashboard compartments. The centre console is also specially designed to accommodate golf balls and scorecards and have a sun glasses storage. There is a small fridge fitted beneath the centre console, while cup holders between the seats will keep drinks hot or cold. An illuminated vanity mirror was another request, from female participants in particular, and is located at eye-height for the drivers.

In addition to its use on the golf course, the golf cart is also able to run on normal roads. The designers have, for example, also included all the vital features such as indicators, headlamps and tail lights. Thanks to the LED headlamps, play can also continue when the light starts to fail, as they include a floodlight function.

Although the Mercedes-Benz Vision Golf Cart is only a design study so far, there are no doubt many players who would like to see the cart become reality, bringing its fresh ideas and thus more fun, more innovation and more comfort to moving around on the golf course.

Yankees rally against Nathan for 5-4 win in Texas

ARLINGTON, Texas (AP) ? The New York Yankees took full advantage of an unusual slip by Joe Nathan.

The All-Star closer threw a wild pitch when he caught his cleat on the mound, Eduardo Nunez hit the next delivery for a tying triple and then Brent Lillibridge followed with a go-ahead single to give the Yankees a 5-4 victory over the Texas Rangers on Tuesday night.

"And off a very good closer," Yankees manager Joe Girardi said. " It all starts with an innocent walk, then you get a big at-bat by Nuney, then Lillibridge and you get a win."

New York's ninth-inning comeback got started when Vernon Wells drew a one-out walk from Nathan (1-1). Wells advanced to second on a pitch that ricocheted hard off the backstop, setting up a full count for Nunez.

"The only thing I wish I could take back was that one that I slipped on," Nathan said. "If I make a better pitch there, at least set something up better for the 3-2 count, but I don't think he's going to chase a 30-footer after I slipped and was laying on the ground."

Rangers manager Ron Washington said: "That was weird the way it happened."

Interestingly enough, after Nunez tripled to deep center, he stumbled on his way to third and practically flopped into the bag.

"I was looking at the ball and thought inside-the-park (homer)," Nunez said. "And then I went around second base, I tried too much and went down."

Nunez scored on a single to left by Lillibridge, whose fielding error at third base in the sixth led to four unearned runs for the Rangers.

"It is what it is, but I was able to make up for it and it was a big win and I'm just excited to be able to help," said Lillibridge, who was almost lifted for a pinch-hitter.

"The (wild pitch) kind of changed everything. If he gets a hit right there, it's going to tie it up and we're going to need somebody out there at third base to play defense," Lillibridge said, describing the thoughts in his mind. "So I started creeping back over, stopped pouting after a couple of pitches and said, 'Hey, I've got a chance to be able to hit again, get a big hit and score the run from third base and get a chance to maybe redeem myself.'"

Mariano Rivera, who set up Nathan's save in the All-Star game a week earlier, struck out two in a perfect ninth for his 32nd save this season, extending his career record to 640.

Joba Chamberlain (2-0), the fourth Yankees pitcher, got help in his perfect eighth when center fielder Brett Gardner made two incredible catches ? one against the wall before his running, leaping grab to end the inning.

Nathan had converted 15 consecutive save chances, and 31 of 32 this season. Texas had been 51-0 when leading after eight innings.

"In that case you have to give the Yankees credit for fighting the way they did," Washington said. "Anytime we put Joe out there, we figure the game is over. ... We just didn't get that one shut down."

Texas led 4-3 after Mitch Moreland greeted reliever Boone Logan with a two-run homer, his 14th.

Alexi Ogando returned from the disabled list to start for Texas, and allowed three runs in five innings. Ross Wolf, Jason Frasor and Neal Cotts each had 1-2-3 innings, stretching the bullpen's scoreless streak to 25 1-3 consecutive innings before a rare blown save by Nathan.

Nelson Cruz reached on an error by Lillibridge in the sixth before an RBI double by Adrian Beltre, who scored on a single by Elvis Andrus that chased Phil Hughes.

Hughes struck out one and walked three while giving up three runs, all unearned, in 5 2-3 innings.

New York had gone more than two games without an extra-base hit before Melky Mesa and Austin Romine ? the Nos. 8-9 hitters ? had consecutive doubles for a 1-0 lead before an RBI infield single by Ichiro Suzuki.

Wells hit a leadoff double in the fourth and scored on a fielder's choice when second baseman Ian Kinsler fielded Lillibridge's grounder and short-hopped a throw to the plate.

NOTES: Before the game, Rivera visited about 20 workers at Rangers Ballpark, thanking them as he has in his final visit to every stadium in his final season. He met with members of the complex grounds crew, a mechanic and several workers who keep the televisions in the stadium working.
